AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democracy just eight days before the country’s general election.
Testing Reveals Consistent Bias in AI Suggestions
The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis published ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the stances of these political entities, the report pointed out.
Official Warns Against Using AI Chatbots for Voting Guidance
The deputy head of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she emphasized.
“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”
Voting Background and Political Landscape
The Dutch head to the polls on 29 October in an electoral contest that will be closely watched around Europe for the showing of the Freedom party.
The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.
All major parties have ruled out an alliance with the PVV, implying the party that comes second is highly probable to provide the next prime minister.
Inadvertent Prejudice Attributed to AI Operation
The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
