Police Compelled to Disclose Suspect Ethnicity to Counter Extremist Rumors

As stated by a former high-ranking official from the UK's largest police force, law enforcement are increasingly pressured to publicly share the racial identities of individuals under investigation in response to a surge in extremist conjecture on online networks.

Early Sunday, British Transport Police announced the detainment of two individuals following a multiple knife attacks aboard a train in Cambridgeshire. One suspect, a 32-year-old black British national, and a second, a 35-year-old British national with Caribbean roots, were taken into custody. Later, the older suspect was freed with no charges, and police stated he had no connection in the attack.

New Guidance to Combat Misinformation

In August, new guidelines were rolled out to tackle the spread of misinformation on social media, which had intensified after the deadly attack of three schoolgirls in Southport previously.

However, campaigners have raised concerns that this move could lead to an excessive focus on the racial background of those accused and spark further extremist narratives when information are not shared with the public.

Dal Babu, who served in the UK's largest police force, labeled the need for law enforcement to reveal the race of suspects in incidents involving ethnic minorities as an "unforeseen outcome".

“At the time the guidelines were introduced, I cautioned that there might be a risk of police being expected to disclose details in every instance,” he said.

He expressed sympathy for his former colleagues in the force, noting that they are “damned if they do and damned if they don’t”. “They are under pressure because there is such intense speculation from the far right on social media after every major incident about the background of suspects.”

Response from Officials

Ben Obese-Jecty, whose constituency includes the area where the train halted, called it “sad” but necessary for authorities to quickly disclose the ethnicities of those detained.

“I don’t like it. I understand why they do it. I think they actually have to do it now,” he remarked, stating that online platforms are leveraged to push agendas, making it vital for law enforcement to provide facts to address rumors.

Far-Right Exploitation

Before the police announcement, right-leaning politicians had called for a faster response. For instance, Chris Philp urged for timely release of suspect information, while Nigel Farage stated on X that the people should be informed “without delay”.

Moreover, far-right social media accounts attempted to exploit the event. A profile named “British Patriot”—boosting thousands of followers—circulated an unsubstantiated claim that a individual with a blade had been yelling a religious phrase.

Ongoing Suspicion

Even after authorities confirmed that the arrested individuals were UK citizens, certain figures continued to suggest that information was being concealed. Ben Habib stated it was “hard to believe” that the incident was unrelated to terrorism, despite police assurances to the opposite.

The guidance were developed by the National Police Chiefs’ Council (NPCC) in acknowledgment of “growing public anxiety” and to ensure police processes were “effective in today’s fast-paced information era”.

This move came shortly after a political party alleged that officials of hiding the identities and immigration status of two men charged in a different incident in a UK county.

In May, when a car ploughed into crowds celebrating a football victory, local authorities disclosed that the suspect was a white UK national to dispels myths of a terrorist attack by an Asian man.

The NPCC stressed that decisions on disclosing these details would remain with local departments, taking into account broader moral and legal factors. Verifying a suspect’s immigration status would be handled by the UK interior ministry, not police.
