UK and France to Deploy Military Personnel to the Country in the event that a Peace Deal is Agreed

Placeholder Diplomatic Meeting

The London and Paris have signed a statement of purpose concerning the stationing of military forces in the nation in the event a ceasefire be made with Moscow, the British leader, Keir Starmer, has stated.

After negotiations with Ukraine's allies in the French capital, he said that the allies would "create defense centers in various parts of Ukraine and construct fortified installations for weapons and equipment" to prevent any potential invasion.

The allied nations also suggested that the America would play the primary role in monitoring a ceasefire.

Moscow has repeatedly cautioned that any external forces in Ukraine would be considered a "legitimate target", but has not yet commented on this latest declaration.

Background and Continuing Hostilities

Russian President Vladimir Putin initiated a major offensive of Ukraine in the start of last year, and Russian forces at this time holds roughly 20% of the country's land.

"This is a vital part of our vow to support Ukraine for the long-term," commented Starmer.

National leaders and senior officials from the "Partner Group" participated in the Paris negotiations.

He stated at a joint press conference, the Prime Minister added: "It creates the pathway for the juridical structure under which British, French, and partner forces could function on Ukraine's territory, defending Ukraine's skies and seas, and regenerating Ukraine's defense capabilities for the years ahead."

The British leader added that the UK would participate in any US-led confirmation of a possible cessation of hostilities.

Protection Pledges and Negotiation Stances

Top US negotiator Steve Witkoff stated that "durable security guarantees and substantial reconstruction vows are critical to a permanent resolution" in Ukraine – mentioning a central condition made by Ukraine.

The negotiator noted the partner nations had "largely finished" their work on agreeing such guarantees "in order that the people of Ukraine know that when this war ends, it ends for good."

Jared Kushner, former American President Donald Trump's advisor, also participated in the talks.

At the same time, French President Emmanuel Macron said that Ukraine's partners had made "considerable advances" at the talks.

He added that "strong" security guarantees for the Ukrainian government had been reached in the instance of a possible ceasefire.

President Volodymyr Zelensky commented that a "major development" had been made in the negotiations, but added that he would only view efforts to be "sufficient" if they led to the end of the conflict.

Recently, Zelensky suggested a peace agreement was "mostly finalized". Settling the last 10% would "shape the future of the agreement, the fate of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the center of key disagreements for the parties involved.
  • The Russian President has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will occupy it, refusing any concession over how to conclude the war.
  • The Ukrainian President has to date ruled out giving up any territory, but has floated the idea that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia reciprocates.

Moscow currently controls about 75% of the Donetsk region and some 99% of the adjacent Luhansk region. The pair of oblasts form the area of the Donbas.

The earlier US-led comprehensive proposal that was circulated to the media last year was perceived by Kyiv and its EU supporters as being heavily skewed in Russia's direction.

This triggered weeks of high-level diplomacy – with Ukraine, the US and European leaders trying to revise the document.

The previous month, Ukraine sent the US an revised 20-point plan – as well as additional documents detailing potential security guarantees and provisions for Ukraine's rebuilding, Zelensky added.
