Zelensky Asserts He Lacks Clear Defense Guarantee from European Partners

Ukrainian President Volodymyr Zelensky says European allies have not given him sound guarantees that they will protect his country in the event of a future Russian attack.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.

Partner nations suggested that the US would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

The Russian government has thus far remained silent on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "a vital part of our dedication to stand with Ukraine for the long-term".

He continued: "It paves the way for the juridical structure under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the future."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.

"But as long as we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and defense pledges have been at the forefront of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but provided that Russia reciprocated the action.

Moscow now holds about 75% of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - particularly targeting power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with varying degrees of effectiveness.
